Every tattoo-ed person is going to say that their person is the best. What might be a great artist to me, may not be that great of a person to do your piece, so I will just suggest that you see someone I've had do work for me before or any other artist in that shop.
Avalon Tattoo on Garnett in San Diego. All of their people in my opinion are really great. I've had two tattoos done there, and I could not be happier with them.
Ronan Harvey did my last one, and he was completely professional, easy to work with, and well worth every penny (And I paid a lot of them!). He's also Irish and could probably help you out with the look you're going for.
